We are governed by a provincially-appointed Board of Directors. This highly skilled and diverse group oversees all 14 Home and Community Care Support Services organizations across Ontario and supports the continued provision of high-quality home care services with a cohesive provincial vision in support of the government’s plan to modernize home and community care.

Meet the Board
JOE PARKER, Board Chair, is a Partner with Four Corners Group, and owns Maple Tree Advisory Inc., a business consulting firm advising businesses on matters of strategy, governance, organization and performance improvement.
He currently serves on the board of the Royal Agricultural Winter Fair, is Board Chair, Ontario Internal Audit, Community Services Sector Audit Committee, and volunteers at the Institute for Health Policy, Management and Evaluation.
Previously, he was a Partner in the financial advisory services practice at PricewaterhouseCoopers, and a financial executive at The Molson Companies.
Joe’s community involvement has included Board Chair/Director at the Central Community Care Access Centre, Board Chair/Governor at Mohawk College in Hamilton, a Member of the Board of Directors of Ontario Health and a Board member at the Ontario Association of Community Care Access Centres.
He holds a Bachelor of Commerce degree from McMaster University, is a CPA/CA, and an Institute Certified Director (ICD.d).
Carol Annett has a track record of accomplishments in the health care and social service sectors in various clinical, leadership and consulting roles.
She was recently CEO of VHA Home HealthCare, a large not for profit home care provider in Ontario. Carol worked in acute and long term care facilities, community-based organizations, and she has served as the Executive Director of a children’s mental health centre.
Active in her local community as a volunteer, Carol is a mentor for students in Schulich’s MBA Program, a Peer Surveyor for Accreditation Canada, and has served on various governance boards. She is currently Chair of the Board of Directors at Sunnybrook Health Sciences Centre and previously on the Ontario Community Support Association, AC Nursing and Health Services and Canadian Feed the Children boards.
Carol holds a Masters of Social Work from the University of Toronto and a Masters of Business Administration from York University’s Schulich School of Business.
John Beardwood is a senior partner at Fasken and the Past Chair of the firm’s Technology practice group. He was the Co-Founder of both the Outsourcing practice group and the Privacy and Access to Information practice group. His practice is focused on technology, outsourcing and procurement, and privacy law matters.
John works closely with clients in advising on and negotiating various technology-related transactions, including outsourcing/procurement, licensing, development, implementation, distribution, technology transfer, strategic alliance and e-commerce-related transactions.
John has worked with a variety of industries, including health care, financial/insurance institutions and the public sector. John often advises clients on privacy law and access to information matters, and has been developing and implementing privacy compliance programs for more than 20 years.
John holds an Honours BA in History and Political Science from McMaster University, an MA in Political Science from McMaster and completed his Law Degree at the University of Toronto.
Anne Campbell, RN, BScN, MN has 43 years of progressive leadership in healthcare with experience in patient care, education, project management and corporate planning. She has led transformational projects related to care delivery, professional practice, and culture shifts on person-centered care.
Anne was the Vice President of Partnerships and Chief Nurse Executive at the Huron Perth Healthcare Alliance with responsibility for Patient Care Services and Nursing Practice.
Anne has a passion for inspiring and motivating health professionals to design a preferred future where the voice of the patient, family and staff engage in continuous improvement to co-create the way we deliver care.
Anne holds an RN Diploma from Conestoga College, a BScN from Ryerson University and an MSN from Athabasca University.
Kate Fyfe is the President & CEO of Timmins and District Hospital. With over 25 years of senior executive experience, Kate brings a wealth of experience in acute care, mental health and health system settings.
Throughout her career, Kate has worked collaboratively with system partners to improve accountability, performance, access to care and quality outcomes. While focusing on improving access to quality care, Kate has also led a variety of transformational projects related to care delivery and the implementation of broad structural changes to our health system.
An active member in her community, Kate has provided leadership and guidance on the COVID-19 Municipal Emergency Response Team, and currently sits on the Board of Timmins Academic Family Health Team. A true Northerner, Kate continues to focus her energy on building stronger, equitable and healthier local communities and improving population health outcomes across our health system.
Kate holds a Bachelor of Commerce degree from the University of Ottawa, is a Certified Professional Accountant / Chartered Accountant and has completed the Rotman Advanced Health Leadership Program.
Stephan Plourde recently retired as a Colonel in the Canadian Armed Forces and the Chief of Staff for the Canadian Forces Health Services. He led a variety of military healthcare organizations, both in care delivery as well as education and training, in Canada and abroad.
In his previous role as CEO of Health Services Group East, Stephan was recognized as a leader in the provision of health care to all Canadian Armed Forces Personnel in Ontario, Quebec and the Atlantic provinces, where he managed an integrated health system of military hospitals and clinics. Prior to retiring, Stephan contributed to the military support to long-term care facilities in Ontario and Quebec during the initial months of the COVID-19 pandemic.
Active in the health care community, and fluently bilingual, Stephan is a longtime surveyor for Accreditation Canada. He has also volunteered as a mentor for the International Hospital Federation and served on the Board of Directors for the Canadian College of Health Leaders and the Annapolis Valley Community Health Board.
Stephan holds a Masters of Health Sciences from the University of Toronto where he was the recipient of the Robert Wood Johnson Award, selected by the faculty “to the student most likely to make a noteworthy contribution in the field of health services administration.”
Glenna Raymond was the inaugural president and CEO of Ontario Shores Centre for Mental Health Sciences (Ontario Shores). Her dedication to quality and safety resulted in Ontario Shores being the recipient of various provincial and national awards for innovation, quality and team leadership.
As a Certified Health Executive (CHE), Glenna’s extensive career includes executive roles in the acute care, mental health and academic setting. She also held leadership roles in clinical services, human resources, professional practice, patient safety and quality and risk management. Glenna has also contributed significantly to work at the Mental Health Commission of Canada on initiatives related to Guidelines for Recovery Oriented Practice.
Dedicated to her community, Glenna has served as director on a number of boards, including Healthcare Insurance Reciprocal of Canada (HIROC), University of Ontario Institute of Technology, Scarborough and Rouge Valley Health Care System, United Way Ajax Pickering and the Central East Regional Specialized Geriatric Services entity.
Glenna holds a BScN from the University of Western Ontario and an MBA from York University.
Linda Franklin recently retired as the President and CEO of Colleges Ontario. Under her leadership, Colleges Ontario established a Board governance leadership program and also worked to coordinate system wide initiatives from advocating for college standalone nursing degrees to a unified response to COVID-19. She also spearheaded a major marketing campaign to drive home the value of a college education.
Previously, Linda was the CEO of the Wine Council of Ontario. There, she worked with government to change legislation that dramatically improved the economics of the industry. Prior to joining the Wine Council, Linda was a writer and communications specialist whose career included time as a consultant, five years as the head of communications for a regulatory body and heading up a department charged with meeting the communications needs of MPPs at Queen’s Park. She has also served as chief of staff to former Ontario Cabinet Minister Ernie Eves.
Currently, she serves as Board Chair of William Osler Health Care System, is the Chair of the Governance Committee for the Ontario Motor Vehicles Industry Council, is a member of the Niagara College Board of Directors and is the immediate past president of the Albany Club.
Linda Franklin has a degree in English and History and a Master of Arts in Journalism from the University of Western Ontario.
